If you don't configure the Permit web search in Copilot policy, internet search is offered to users by default in both Microsoft 365 Copilot and Copilot Chat, unless you set the Permit the use of additional optional linked experiences in Office policy to Impaired.

Copilot Conversation is copilot free now pinned by default in the navigation bar of the Microsoft 365 Copilot application, Groups, and Outlook for most customers who are eligible for Copilot Chat throughout the web, mobile, and desktop computer.

If you previously picked 'Do not pin Copilot to the navigation bar' in the Microsoft 365 admin center and additionally unattended the 'Permit users to be asked whether they wish to pin it' option, your setup arrangement is 'Do not pin' and your customers still won't have Copilot pinned in their navigation bar.
